National 15th Five-Year Plan Proposal: Accelerate the development of strategic emerging industrial clusters such as aerospace and low-altitude economy.

The Central Committee of the Communist Party of China held a press conference this morning (24th) to introduce and interpret the spirit of the Fourth Plenary Session of the 20th CPC Central Committee.

Zheng Zhaojie, Secretary of the Party Leadership Group and Director of the National Development and Reform Commission, explained that fostering innovation to cultivate new industries entails nurturing and expanding emerging and future industries. By 2024, the added value of China's ‘three new’ economy—new industries, new business models, and new forms of employment—is projected to exceed 18% of GDP. The ‘Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for National Economic and Social Development’ advocates building emerging pillar industries and accelerating the development of strategic emerging industrial clusters in new energy, new materials, aerospace, and low-altitude economy, which will generate several trillion-yuan-level markets or even larger ones.

The Proposal also advocates forward-looking planning for future industries, promoting quantum technology, bio-manufacturing, hydrogen and nuclear fusion energy, brain-computer interfaces, embodied intelligence, and sixth-generation mobile communications as new economic growth points. These industries, poised for significant development, are expected to create another high-tech sector equivalent to China's current scale within the next decade.
