    The China Meteorological Administration has approved Shenzhen's application to conduct a pilot programme for the development of meteorological infrastructure and industrial growth within the low-altitude economy.

    On 15 October, the China Meteorological Administration approved Shenzhen City, Guangdong Province, to conduct a pilot programme for the development of low-altitude economic meteorological infrastructure and industry. Shenzhen will establish low-altitude meteorological infrastructure, innovate scenario-based service models for low-altitude meteorology, and build an innovation hub for the development of the low-altitude economic meteorological industry chain.

    Through pilot initiatives, Shenzhen will consolidate resources from market entities including R&D institutions, manufacturing enterprises, data service providers, and operational application partners to establish a low-altitude meteorological industry framework comprising: a joint technology R&D consortium, an intelligent equipment manufacturing cluster, a data service hub, and a scenario application matrix. An integrated intelligent monitoring network will be developed, achieving meteorological monitoring spatial resolution at the hundred-metre level for key operational routes and take-off/landing points. Establish a high-frequency, high-timeliness low-altitude meteorological data baseline combining ‘real-time sensing with intelligent short-term numerical analysis’, providing precise, real-time meteorological support services for low-altitude flight enterprises; explore tailored service designs based on the principle of ‘one scenario, one solution’, launching ten application scenarios for low-altitude economic meteorological services including drone logistics delivery, urban low-altitude traffic management, and emergency disaster relief, driving the transformation of low-altitude meteorological services from ‘generic provision’ to ‘scenario-based customisation’; Define integration mechanisms for meteorological services within policy formulation, industry regulation, and emergency management, establishing a low-altitude economic meteorological service support system characterised by government leadership, enterprise participation, and interdepartmental coordination.

    As a frontier of reform and opening-up, Shenzhen has witnessed robust momentum in its low-altitude economy development, underpinned by a well-established industrial foundation. The Shenzhen Municipal Government has prioritised strengthening meteorological infrastructure for the low-altitude economy, laying solid groundwork for pilot initiatives. Moving forward, the Shenzhen Municipal Government will enhance organisational leadership over the pilot programme, refine operational mechanisms, clarify responsibilities, and ensure the fulfilment of pilot objectives. This will provide replicable and scalable experiences and practices for meteorological support to the high-quality development of the low-altitude economy. The China Meteorological Administration will continue to offer support in operational technology, scientific innovation, project backing, and talent development.
